What financial support will the City of Ottawa, ON provide?


The City of Ottawa will provide a maximum of $880 for the process and installation of an indoor sanitary backwater valve and a maximum of $1930 for the process and installation of an outdoor storm backwater valve..

Who is eligible for the program?


To be eligible for the Residential Protective Plumbing Program, the following must be satisfied:


  • Applicant must be the property owner


The property must be:


  • Residential


  • Located in the City of Ottawa


  • Served by City sewers


  • Built prior to January 1, 2004 for protective plumbing work related to the private storm sewer services


  • Built prior to January 1, 2012 for protective plumbing work related to private sanitary sewer services


  • Protective plumbing device(s) considered as part of the rebate application shall not be installed for the purposes of maintaining, repairing or replacing existing protective plumbing device(s)


  • Property taxes must be current



What is a backwater valves purpose?


A backwater valve is a protective plumbing device that is used to help prevent a sewage back up from occurring. The backwater valve has a shut valve that closes shut when water begins to back up from the city sewer lateral. This issue can occur when an excess amount of rain or snow melt is present as it causes an increase in the water level or (surcharge). A backup occurs when the increased water level (surcharge) pushes water backwards through the service lateral into the home through the floor drains, sinks and toilets which can cause a toxic sewage flood.



What other safety precautions can a Homeowner take to help prevent a sewage back up from occurring?


Installing a backwater valve is one of the most recommended safety precautions to take to help prevent a sewage back up flood from occurring in your basement, however, in order for the valve to operate at its fullest potential it should be maintained and regularly inspected according to product specifications. An easy way to ensure that the backwater valve is properly maintained and operating properly is to have an alarm attached and installed alongside the backwater valve itself. Installing an alarm will alert the Homeowner when the backwater valve is activated. When the alarm activated it means that there is a blockage that is present. When the Homeowner is alerted they can easily clear the blockage so that the valve can continue to operate properly.  The alarm is a very helpful and useful accessory which is why it is recommended as it is another safety precaution to take to help prevent the unwanted back up of sewage water wastes from flooding the basement and entering the Homeowners home.
